An audit in Lutsk uncovered violations amounting to hundreds of millions of hryvnias, according to the State Audit Service

The State Audit Service of Ukraine has completed an audit of the budget of the Lutsk City Community for the period from January 1, 2020, to September 30, 2025.

This was reported by the State Audit Service.

The audit results revealed violations totaling approximately 800 million UAH, of which nearly 400 million UAH were classified as losses.

Among the main issues are the activities of the city council’s capital construction department and violations in the management of the housing stock.

In particular, due to management decisions, the city failed to receive dozens of apartments with an estimated value of over 75 million UAH. Auditors also found that some developers failed to pay their share to the budget, and city authorities did not take measures to collect the debts.

Separately, cases were documented where the terms of investment agreements were altered, causing the community to lose some of the housing it was supposed to receive from developers.

It was also established that land plots were transferred for use under terms that were later changed or not fulfilled, resulting in multi-million-dollar budget losses.

The audit materials are being prepared for submission to law enforcement agencies for further investigation.

As a reminder, the State Audit Service of Ukraine is conducting an audit of the Kyivavtodor municipal corporation. Auditors are documenting the critical condition of bridges, potholes on roads, and irregular expenditures in the company’s operations. The audit is ongoing, and the results may impact the repair and financing of Kyiv’s infrastructure.

As a reminder, Kyivavtodor was searched for the second time due to procurement for winter road maintenance.

As a reminder, on February 19, 2026, investigative actions began at the premises of the Kyivavtodor municipal corporation, at road maintenance enterprises, and at the Department of Transport Infrastructure of the Kyiv City State Administration.
