Belarusian Enterprises are Helping Russia Export Grain from Occupied Ukrainian Territories
Belarus, together with Russia, is participating in the illegal export of agricultural products from temporarily occupied territories of Ukraine, circumventing international sanctions.
This was reported by the Center for Countering Disinformation under the National Security and Defense Council of Ukraine.
According to the center, in 2025 more than 2 million tons of grain were exported from occupied territories. The Ukrainian raw materials, it is claimed, are first transported to Belarusian factories, where they are mixed with local harvests and labeled for further export as “Made in Belarus.”
The report also cites an investigation by the association of former Belarusian law enforcement officers, BELPOL. According to the investigation, companies connected to former Belarusian Minister of Internal Affairs Volodymyr Naumov are involved in exporting rapeseed and sunflower from temporarily occupied Ukrainian territories.
The Center for Countering Disinformation emphasizes that such schemes became possible due to the lack of a direct ban in the sanctions regimes on importing agricultural products specifically from Belarus. This allows the Lukashenko regime to act as a sort of “hub” for legalizing looted products, helping the Kremlin circumvent restrictions and finance the war.
The center warned that purchasing Belarusian agricultural products may indirectly support the Lukashenko regime and the war against Ukraine.
President Volodymyr Zelensky recently stated that Ukraine plans to adapt the “Grain from Ukraine” program for cooperation with the Syrian administration. He also noted that Ukraine is interested in opening grain hubs in African countries.
