Most residents of Kharkiv ignore air raid sirens — Synyegubov

Kharkiv has no plans to lower the volume of its air raid sirens, despite complaints from some residents on social media. Oleg Synyegubov, head of the Kharkiv Regional State Administration, noted that the volume of the warning system complies with established certified standards. According to him, most city residents hardly react to the alarm signals anymore and often do not head to shelters when a danger is announced.

"Regarding the volume. That’s the whole point of an air raid siren—it’s supposed to be loud so it can alert the population, so people react to these signals as much as possible. The experience of Kharkiv residents: when they’re walking down the streets, strolling in parks, or out with their children, the air raid siren sounds—and absolutely nothing happens! Those who immediately head to the subway or look for a shelter on a map, or go to the “Diy” app to find the nearest one—these are people who didn’t live in Kharkiv in 2022, 2023, 2024—meaning they either returned not long ago or aren’t from Kharkiv. So, we definitely won’t be making the alerts quieter, I’m sorry. There are requirements, there are standards—they’re all certified. And if we were to do anything here, like scale back or reduce them, we’d be violating the standards, and someone would be held accountable for that,” said Synyegubov.

According to him, a new digital warning system is currently being developed in the Kharkiv region, which is expected to be operational by the end of 2026.

“When the city of Kharkiv built a differentiated system—that was, of course, a breakthrough. Then this differentiated system was developed in parallel across the districts of the Kharkiv region. We now have a project, costing 70 million, for a new digital warning system across the entire region, including the city of Kharkiv. The plan is to implement it by the end of the year. However, again, this is a matter of funding,” Sinyegubov said.

This was stated at a press conference by Oleg Sinehubov, head of the Kharkiv Regional State Administration, in response to a question about the volume of sirens and the development of a differentiated air raid warning system, according to a Ukrinform correspondent.
