Businesses have called on the Rada to tax parcels worth up to 150 euros
Leading business associations in Ukraine have called on the Verkhovna Rada to impose taxes on international parcels valued at up to 150 euros.
This was reported by the European Business Association.
The business community believes that eliminating this tax exemption will reduce budget losses and create a level playing field for Ukrainian manufacturers.
According to experts, in 2025, over 56% of international parcels were not taxed—representing goods worth approximately 93 billion hryvnias. As a result, the budget lost at least 18.6 billion hryvnias, and total losses since the start of the war may exceed 43 billion hryvnias.
It is also proposed to amend the Customs Code to simplify the administration of such payments.
A number of business associations, including the European Business Association, the American Chamber of Commerce in Ukraine, and the Federation of Employers of Ukraine, have put forward this initiative.
Nearly a third of Ukrainians (29%) received international parcels over the past year; in most cases (68%), their value did not exceed €50.
The National Bank of Ukraine has proposed introducing taxation on international parcels valued at up to €150, which are currently tax-exempt.
