Utility bills in Ukraine have exceeded 100 billion hryvnia—a record

Ukrainians' arrears for housing and utility services have reached a historic high, exceeding 100 billion hryvnias. According to the results of the first quarter of 2026, the population's total debt for housing and utility services reached 101.2 billion hryvnias, despite generally stable payment discipline among citizens.

This was reported with reference to the State Statistics Service.

According to statistical reports, in January–March of this year, Ukrainians demonstrated a fairly high level of responsibility: a total of 91.8 billion hryvnias was paid over the three months. This represents 94.1% of all amounts actually billed by the government and service providers during this period.

However, even this figure was not enough to reverse the negative trend. The country entered 2026 with a massive backlog of unpaid bills from previous years, which continues to grow steadily due to inflation and socio-economic factors.

The most severe financial crisis is currently observed in the sector of centralized heating and hot water supply. As of the end of the quarter, the debt here is the largest within the housing and utilities sector, amounting to 39.8 billion UAH. This is logically linked to the low level of payments in this sector—consumers covered only 87.2% of the billed amount.

In contrast, the situation with other energy sources is as follows:

  • Natural gas: The total debt amounts to 36.2 billion hryvnias. At the same time, Ukrainians are most willing to pay for natural gas—the current payment rate here is the highest, reaching 97.9%.
  • Electricity: Currently, electricity debts rank third at 18.8 billion hryvnias. However, this segment is the source of the greatest concern for critics and energy providers, as electricity debt is growing at the fastest rate—in just three months, it jumped by 10.6%.

From a regional perspective, there is a huge disparity between the regions. Dnipropetrovsk Oblast has become the absolute and undisputed “leader” in terms of unpaid utility bills, with the debt reaching a staggering 19.2 billion hryvnias (nearly one-fifth of the national total).

The other regions with the largest financial shortfalls in the State Statistics Service reports were distributed as follows:

  • Donetsk region – 4 billion UAH;
  • Poltava region – 3.3 billion UAH;
  • Kyiv City – 3 billion UAH;
  • Kyiv Oblast – 2.2 billion UAH.

The accumulation of such massive debts significantly limits the ability of utility services to carry out comprehensive repairs and prepare networks for the upcoming heating seasons.

Attempts are being made to challenge Ukrgasbank’s1.1 billion debt in court.

As a reminder, investors have responded positively to the United States’ new peace plan aimed at ending the war in Ukraine. According to the latest data, Ukrainian securities, including stocks, Eurobonds, and GDP warrants, have shown growth on Europe’s leading stock exchanges. The most significant changes were observed in the WIG-Ukraine index, which recorded a 2.43% increase following the first rumors of the plan and an additional 3.86% after its publication.
