The NACP has identified the government sectors most affected by corruption
The sectors most affected by corruption in Ukraine remain those related to the rule of law and the management of state resources.
This was reported by Dmytro Kalmykov, deputy head of the National Agency for Corruption Prevention (NACP), during a meeting of the Committee on Anti-Corruption Policy, according to Ukrinform.
According to him, the sector with the highest level of corruption risk is the rule of law—the judicial system, the status of judges, and the activities of the prosecutor’s office, law enforcement agencies, and the legal profession.
The next position is held by groups related to the accumulation and distribution of public finances. Among them, Kalmykov highlighted construction, reconstruction, energy, defense, and public procurement. Sectors that utilize limited shared resources—subsurface resource use, the land and agricultural sectors, as well as the sphere of state regulation, which has significant potential for optimization—were also identified as heavily affected.
Social sectors—healthcare, as well as education and science—were also included in the list, though corruption levels in these sectors are rapidly declining each year. Their presence on the list is due to the high frequency of interaction with citizens. According to average statistics, one in two people seeks these services during the year, and in one out of ten cases encounters corrupt or informal practices.
Law enforcement officials exposed a mayor in the Izmail district of the Odesa region for extorting and receiving a bribe. According to the investigation, the official received $35,000 for giving the “green light” to an energy project and was detained after the transfer of funds was documented.
In Odesa, a case involving a bribe at the State Emergency Service has been under review for over four years; the accused work at the Ministry of Internal Affairs.
