The brother of a Lviv lawmaker is suspected of inflating the cost of repairs to a damaged school
Stepan-Andriy Goy, director of the Lviv-based contracting firm “LvivCityBud,” is suspected of embezzling funds allocated for the repair of School No. 50 on Komarintse Street, which was damaged by Russian shelling. According to investigators, the company’s director—who is the brother of Lviv City Council member Volodymyr Goy—overstated the amount of work completed by nearly double.
As reported on Thursday, September 17, by the Security Service of Ukraine (SBU) and the Lviv Regional Prosecutor’s Office, funds were allocated from the Lviv community budget in 2023 to repair the school, which was damaged by one of Russia’s missile strikes. A contracting firm headed by the brother of one of the city council members undertook to perform the work. Specifically, the project involved emergency restoration work to bring certain structural elements of the school building out of a state of disrepair.
According to the investigation, the company’s director significantly overstated the actual scope of the school’s restoration work when preparing the documentation for the completed work.
“In the documentation, the contractor indicated that the area of restored work was nearly four times larger than what was actually completed. As a result, the cost of the work performed was inflated by nearly 575,000 hryvnias,” the SBU statement said.
The director submitted the documents containing false information to the city council’s education department.
The company’s director has been notified of suspicions of misappropriation of another’s property and official forgery (Part 4 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine). Investigations are ongoing regarding others involved in the illegal activities.
Law enforcement officials are not disclosing any further details. According to ZAXID.NET, the case concerns the restoration of Lviv School No. 50, which sustained significant damage during the massive Russian missile attack on Lviv on July 6, 2023. The repair work was carried out by LvivCityBud LLC, headed by Stepan-Andriy Goy—the brother of Volodymyr Goy, a member of the Lviv City Council representing the “European Solidarity” party.
