The Rada called on the international community not to recognize the Russian Federation’s elections in the occupied territories of Ukraine

The Verkhovna Rada of Ukraine has called on the parliaments and governments of foreign states, international organizations, and parliamentary assemblies not to recognize the results of the so-called elections to the State Duma of the Russian Federation, which Russia plans to hold in the temporarily occupied territories of Ukraine. Resolution No. 16077 was approved by 264 members of parliament.

Parliament adopted the resolution on September 17, 2026

Draft Resolution No. 16077 was registered with the Verkhovna Rada on September 15, 2026.

The document refers to Russia’s intentions to organize voting in the temporarily occupied territories of parts of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, as well as in the Autonomous Republic of Crimea and Sevastopol.

The Verkhovna Rada protested against the conduct of Russian electoral procedures on Ukrainian territories and emphasized their non-compliance with international law.

In the statement, the parliament emphasizes that the results of the vote organized by the Russian occupation administration will have no legal force and cannot be recognized as legitimate by Ukraine or the international community.

The Ukrainian parliament also called on foreign states, international organizations, and parliamentary assemblies to condemn Russia’s attempt to extend its electoral procedures to the temporarily occupied territories of Ukraine and not to recognize any consequences of such a vote.

According to official documents, Russia plans to hold these “elections” on September 20, 2026.

In its resolution, the Verkhovna Rada asserts that the organization of Russian elections in the temporarily occupied territory of Ukraine is illegal, and the results of such a vote should have no legal consequences.

The parliament’s decision calls on international partners not to recognize the results of the Russian vote or the authority of individuals who may be declared elected based on those results.

Russia is preparing to hold illegal “elections” to the State Duma in the temporarily occupied territories of Ukraine. Voting is scheduled for September 18–20, 2026.

Through its Foreign Intelligence Service, Russia has launched a new propaganda campaign to create the illusion of legitimacy for the September “elections” to the State Duma. The SVR statement claims that the EU, PACE, and Western intelligence agencies are allegedly preparing destabilization efforts, cyberattacks, and provocations, as well as enlisting the Russian opposition to discredit the vote.
