Bugrova was barred from running in the KNU rector election; decision by the Ministry of Education and Science
The Ministry of Education and Science has barred Volodymyr Bugrov from running in the Kyiv National University rector election, citing a court ruling regarding a corruption offense and applicable legal restrictions. The election will take place this fall, but without his participation. The Ministry of Education and Science informed Ukrinform of this.
The Ministry explained that during the review of candidates’ documents, a restriction was identified under Article 42 of the Law of Ukraine “On Higher Education,” according to which individuals held administratively liable for corruption offenses cannot be elected as heads of educational institutions for a period specified by law.
The ministry noted that by a ruling of the Shevchenkivskyi District Court of Kyiv dated February 27, 2026, Volodymyr Bugrov was found guilty under Part 4 of Article 172-6 of the Code of Administrative Offenses and fined, and on April 28, the Kyiv Court of Appeals upheld this decision. “Accordingly, for one year from the date the court decision takes legal effect, there is a restriction on the election or appointment of this person as the head of a higher education institution,” the Ministry of Education and Science emphasized.
The ministry also reported that it had additionally sought legal opinions from relevant academic institutions, which confirmed the grounds for disqualification and took into account the position of the National Agency for Corruption Prevention (NAZK) regarding the application of anti-corruption restrictions in the election process.
Separately, the Ministry of Education and Science emphasized that its role as the university’s founder entails the obligation to verify candidates’ compliance with the law, as elections must take place within the legal framework; and it is precisely this, according to the ministry, that guarantees the legitimacy of the result and the stability of the university’s administration.
