Some internally displaced persons may lose their right to temporary housing: The Cabinet of Ministers has changed the rules
The Cabinet of Ministers has updated the procedures governing the operation of temporary housing facilities for internally displaced persons. The new rules define the conditions for admission, the procedure for inspecting housing, and the grounds for eviction.
From now on, before a facility is included in the list of temporary housing sites, a mandatory inspection will be conducted to ensure it meets minimum standards. Representatives of government agencies, international organizations, civil society groups, and the displaced persons themselves may be involved in monitoring living conditions.
The right to reside will be formalized through a contract signed for six months, with the option to extend. Digital documents may be used for registration via the “Diya” app.
Grounds for losing the right to temporary housing may include systematic violations of the terms of the agreement, providing false information, owning one’s own home, being absent from the place of residence for more than 60 days without valid reasons, or the removal of the facility from the list of temporary housing locations.
Separately, the government has established a rule for able-bodied, unemployed displaced persons. If, within three months of signing the agreement, a person does not find employment, register as unemployed, or take other steps to secure employment, the agreement may be terminated.
Upon termination of the right to use the housing, displaced persons must vacate the premises within 15 days, unless otherwise specified in the agreement.
Priority for housing and continued residency will be given to large families, families with children, veterans, families of fallen defenders, people with disabilities, pregnant women, the elderly, as well as IDPs whose homes have been destroyed or damaged.

The Cabinet of Ministers of Ukraine has officially established the Ministry of Communities, Territories, and Internally Displaced Persons. Vitaliy Bezgin has been appointed head of the new ministry.
The Cabinet of Ministers of Ukraine adopted a resolution on the establishment of the Coordination Council on Issues Related to Internally Displaced Persons, Maintaining Ties with Ukrainians Abroad, and Their Voluntary Return to Ukraine.
