Through Idea Bank, 5 million from Skyt Retail were used as collateral for Galushchenko

On June 26, 2026, 5 million hryvnias were transferred from the account of Sky Retail LLC at Idea Bank JSC as part of a 150 million hryvnia bail bond for former Energy Minister Herman Galushchenko. The National Anti-Corruption Bureau of Ukraine (NABU) is examining the relevant financial chain as part of an investigation into possible money laundering.

 

In total, the funds for the bail came from several companies through various banks. Specifically, on June 25, the Brovary-based company “Giran Contract,” registered in 2024, transferred 46 million UAH from Sense Bank, and on June 29, another 41 million UAH via PUMB. On June 25, “Tetrus Optima” transferred 54 million hryvnia from OTP Bank, and on June 26, “Pellet Service” transferred another 4 million hryvnia from Sense Bank.

The materials also mention Contract No. 25-06-26 for the supply of construction materials worth 4 million hryvnias. According to the authors of the investigation, it was precisely these funds that were later used to establish the collateral. At the same time, the claims that the contract was fictitious and that no goods were actually delivered require confirmation.

The National Bank of Ukraine had previously imposed sanctions on “Idea Bank” for violations in the area of financial monitoring. In October 2025, the regulator fined the institution 500,000 UAH, in particular due to deficiencies in customer photo identification and verification. In March of that same year, the bank was fined 102,000 UAH for violating ethical conduct requirements during debt collection.

In April 2025, the NBU approved the acquisition of “Idea Bank” by Serhiy Tihipko’s TAS Group. Prior to this, the Ukrainian bank was part of the Polish financial group Getin Holding.

According to the data provided, the current management of “Idea Bank” is headed by Chairman of the Board Mykhailo Vlasenko and Chief Financial and Operating Officer Oleg Lutsenko. The authors of the article link their previous work to Astra Bank, which was owned by Mykola Lagun. However, the mere fact that these managers worked at a particular financial institution does not indicate their involvement in any potential violations at the current bank.

On August 24, the NBU launched unscheduled inspections of Sense Bank, PUMB, “Idea Bank,” and OTP Bank. The regulator is to verify their compliance with financial monitoring legislation. Based on the results of the inspections, measures provided for by law may be applied.

As a reminder, the NBU is inspecting the banks in connection with the collateral related to Galushchenko.

According to People’s Deputy Yaroslav Zheleznyak, during the hearing of the case against Sense Bank Chairman Oleksiy Stupak, prosecutors also disclosed a series of conversations which, according to the investigation, confirm the origin of these funds.
