The State Special Communications Service purchased Matrice 4T drones for nearly 386 million hryvnias

In April, the Procurement Department of the State Service for Special Communications and Information Protection of Ukraine signed eight contracts for the supply of DJI Matrice 4T quadcopters. The total value of the purchases is 385.91 million hryvnias.

A total of 2,300 DJI Matrice 4T quadcopters were ordered in standard configuration: a drone with a memory card, remote controller, battery, three sets of propellers, charging station, cables, hard carrying case, and user manual.

One and a half thousand drones are to be delivered by July 22, with the remainder in early September on a 100% cash-on-delivery basis.

The average cost of the Matrice 4T in the April contracts with the Special Communications Service is 172,089 UAH per set (the highest is 179,036 UAH, the lowest is 168,300 UAH per set).

“Our Money” analyzed prices for this drone model on Prozorro since the beginning of the year. From January to April, there was a gradual decline in purchase prices, and the average cost in contracts was 185,321 UAH per unit. As of April 22, the prices under two State Security Service contracts—168,300 and 168,900 UAH per set—are record lows.

The closest to the DSSZSI record was the Main Directorate of the National Police in Poltava Oblast, which ordered Matrice 4T units in April at 170,898 UAH each.

Additionally, the Defense Procurement Agency is currently in the process of purchasing Matrice 4T drones for 1.25 billion UAH. The contracts have not yet been signed, and the lowest price offered by bidders is 174,200 UAH per set.

According to the “Hotline.ua” platform, retail prices for this model range from 155,999 to 296,500 UAH, and the average market price as of April 21 was 183,477 UAH.

The DJI Matrice 4T is a compact reconnaissance drone designed for extended missions. It can stay airborne for up to 49 minutes, operates at altitudes of up to 6 km, and flies steadily in winds of up to 12 m/s.

The drone has three cameras (wide-angle, medium, and telephoto), and its video transmission range is 25 km. The model is also equipped with a thermal imager and a laser rangefinder that determines the distance to a target up to 1.8 km away.

The DJI Matrice 4T can automatically avoid obstacles, accurately determine target coordinates, and transmit them to the operator. It can track an object on its own, fly over a designated area, or lock onto a specific point. Data can be transmitted in real time to other units.

The European Union has approved a large-scale financial package for Ukraine worth €90 billion, which is intended to help cover the country’s most urgent budgetary needs. The loan does not impose an immediate financial burden on Ukraine, as its repayment is planned to be funded by future reparations from Russia. For now, the EU budget is providing the payment guarantees. 

On April 23, EU member states approved the 20th package of sanctions against Russia, which imposes restrictions on 46 vessels of the “shadow fleet” and 60 entities supporting the Russian military-industrial complex. The new measures include stricter export restrictions on dual-use goods and sanctions against 20 credit and financial institutions.
