The State Tax Service is launching "roadmaps" to reduce the blocking of tax invoices

The State Tax Service of Ukraine is introducing a new tool designed to reduce instances of tax invoices being blocked for businesses.

This was announced by Lesya Karnaukh, Acting Head of the State Tax Service of Ukraine.

These are so-called “roadmaps”—practical recommendations for correctly filling out and submitting the VAT Payer Data Table. The tool was developed based on an analysis of real-life cases, business inquiries, and the specific characteristics of various sectors.

The State Tax Service notes that the “roadmaps” will help avoid common mistakes and simplify work with tax documents.

The VAT payer data table contains information on types of activities (KVED), goods (UKTZED), and services (DKPP) that the company regularly supplies or produces.

This tool will be most relevant for the following sectors:
manufacturing and processing, construction, service provision, and agriculture.

The State Tax Service emphasizes that the table must be submitted along with an explanatory note detailing the company’s activities, resources, and references to tax and financial reports. The document is submitted electronically.

Common reasons for rejection include the absence of an explanatory note, errors in reporting, insufficient staff, or discrepancies with data from automated systems.

It is expected that the new tool will allow businesses to reduce the risk of tax invoices being blocked and make the process more predictable.

The tax authority is conductingtechnical work: service disruptions are possible.
