Former director of a mine in Volyn sentenced to 5 years
Mykola Stebakov, the former director of the “Buzhanska” mine in Novovolynsk, was found guilty of abuse of office. The Novovolynsk City Court sentenced him to five years in prison.
As the court established, between 2012 and 2014, while heading the enterprise, Stebakov issued orders awarding bonuses to himself and other employees. At the same time, the mine failed to meet its production and sales targets for coal, and the actual payroll exceeded the budgeted amount.
According to industry regulations and the collective bargaining agreement, such payments required the owner’s approval. However, the director failed to obtain this approval.
The court established at least three instances of illegal bonus payments. In November 2012, employees were paid 25,099 UAH in bonuses, of which 6,061 UAH went to the director himself. In July 2013, bonuses totaled another 15,026 UAH, and in April 2014—11,154 UAH, of which 1,906 UAH went to Stebakov.
The court found the former director guilty under Parts 2 and 3 of Article 191 of the Criminal Code of Ukraine. In addition to a five-year prison sentence, he was barred from holding management positions for three years.
Stebakov must also reimburse the state-owned enterprise “Volynvuhillia” 51,279 UAH for the damages caused. The verdict has not yet become final and may be appealed in the court of appeals.
