GUR reveals data on individuals involved in deporting children from occupied territories

The Main Intelligence Directorate (GUR) of Ukraine’s Ministry of Defense has released information about people participating in the nationwide Russian project “Cultural Map 4+85”. According to Ukrainian intelligence, the program is used to transport children from temporarily occupied Ukrainian territories to Russia under the guise of cultural and educational excursions.

The project is initiated by Russia’s Ministry of Culture and implemented by the state agency Rosconcert. Its declared goal is “cultural familiarization with Russia,” but in practice it aims to integrate Ukrainian children into the Russian socio-cultural environment and create a generation loyal to the Kremlin.

Identified organizers include: Denis Buianov, CEO of the Moscow Agency for Leisure and Tourism Organization, involved in indoctrinating children from occupied territories through propaganda-focused excursions in Russia, Andrey Yereshko, head of the Federal State Budgetary Institution Rosconcert, responsible for organizing the project.

“These actions are part of Russia’s humanitarian aggression, aimed at erasing Ukrainian national identity, imposing distorted historical narratives and Russian cultural norms, and raising a generation in the occupied territories that identifies as citizens of the aggressor state. Identifying the organizers and executors of these programs is a crucial step toward holding them accountable and ensuring justice for crimes against Ukrainian children,” GUR emphasized.

For context, Ukrainians show the highest trust in the Armed Forces (ZSU), GUR, the National Guard, and the SBU, and the lowest trust in the government and parliament.

According to surveys conducted in December, about 61% of Ukrainians trust President Zelensky, though distrust is rising. Trust in Commander-in-Chief Valerii Zaluzhnyi stands at roughly 75.7%, highlighting his popularity.

Most Ukrainians believe that corruption has increased in the country since Russia’s full-scale invasion. The Kyiv International Institute of Sociology (KMIS) survey indicates that 67% of respondents perceive a rise in corrupt practices.
