What are the rules for video recording of the activities of the TCC and the SP, and how long are the recordings retained?
Representatives of regional recruitment and social support centers have the official right to take photographs and record video, as well as to use specialized technical equipment with access to the Unified State Register of Conscripts while performing their direct duties.
The procedure for using portable body cameras is clearly regulated by Instruction No. 532 of the Ministry of Defense of Ukraine dated August 6, 2024. The devices are attached to uniforms or held in hand, and recording must continue uninterrupted throughout the entire process of verifying documents or notifying citizens.
Turning off the camera is permitted only during rest breaks or if there is a risk of accidentally recording information with restricted access. Before beginning work, military personnel are required to check the time settings and verbally inform citizens that recording is in progress. At the same time, TCC employees are strictly prohibited from deleting or editing footage or turning off the recorders at the request of third parties. The recorded files are uploaded to special servers, where they are stored for 30 days. This period may be extended by management only in cases where the recordings serve as evidence in administrative or criminal proceedings, are used in internal investigations, or are provided in response to attorney requests.
