The Cabinet of Ministers is preparing changes to payments for Chernobyl victims as part of pension reform
The Cabinet of Ministers of Ukraine plans to completely review, standardize, and systematize the current payments, supplements, and allowances provided to citizens affected by the Chernobyl disaster.
Numerous specific regulations will be replaced by a single comprehensive law. A separate, detailed section on Chernobyl benefits will become an integral part of the general draft law on large-scale pension reform, according to the Ministry of Social Policy.
Denis Ulyutin, head of the relevant ministry, spoke about the upcoming legislative changes during his working visit to the Zhytomyr region. He emphasized that issues regarding social protection for Chernobyl victims will no longer be addressed separately from the general system. All specific pension increases, allowances for work in the exclusion zone, and other forms of state assistance for liquidators and victims will be integrated into a single section of the major pension reform. The main goal of this step is to create rules for calculating benefits that are as transparent as possible, understandable to the public, and financially balanced.
The implementation of the new unified law is intended to finally put an end to protracted legal disputes in the courts, eliminate numerous discrepancies and contradictions in the calculation of specific pensions, and balance government expenditures. Thanks to the reform, the payment system is expected to become fair, protected from legal conflicts, and predictable for both the Chernobyl accident liquidators themselves and the state budget.
