The Cabinet of Ministers has updated the rules for calculating benefits for internally displaced persons
The Cabinet of Ministers of Ukraine has expanded the living assistance program for internally displaced persons, extending payments to the most vulnerable groups of displaced persons for another six months.
Prime Minister Yulia Svyrydenko announced this on March 23, 2026, noting that the government has introduced additional support for certain groups of citizens and strengthened protections for children among displaced persons.
Under the new rules, child benefits will be granted regardless of the family’s total income starting February 1, 2026, provided that the relevant application is submitted by May 1, 2026. The procedure for reviewing benefits for individuals unable to work, whose payments were previously suspended due to exceeding the income threshold, has also been updated. Due to the increase in the subsistence minimum, such citizens are now eligible to reapply for the reinstatement of state benefits.
If an application is submitted by May 1, 2026, benefits will be calculated retroactively starting January 1, 2026. If a displaced person applies to social protection authorities after this date, benefits will be calculated starting from the month the application is submitted. These measures are aimed at strengthening social protection for vulnerable groups amid ongoing Russian aggression and economic challenges.
Previously, the scope of the eOselya program was expanded to include displaced persons, allowing them to purchase housing with a mortgage at a significant discount. Funds for compensation will be allocated from the state and local budgets. The government expects that over 10,000 families will take advantage of this service.
As a reminder, on October 25, 2024, the Cabinet of Ministers approved the provision of subsidies to displaced persons for housing rent. These subsidies will be calculated using a mechanism similar to that for housing and communal services subsidies.
