The Cabinet of Ministers has adopted new measures to support veterans and improve accessibility

The Ukrainian government has approved a package of accessibility measures aimed at strengthening social support for people with disabilities and modernizing urban infrastructure. 

This was announced by Prime Minister Yulia Svyrydenko.

Among the key innovations is the launch of a financial assistance program for Ukrainian defenders who have partially or completely lost their sight as a result of combat operations. Veterans will be able to receive a payment of up to 95,000 hryvnias to purchase adapted household appliances. An approved list of 26 types of specialized devices is provided for selection. The project is being implemented in partnership with the Ukrainian Red Cross Society, and funds will be paid out independently of other state social assistance programs. Additionally, up to 2,000 hryvnias is provided to cover related banking services.

Furthermore, the Cabinet of Ministers has significantly expanded the criteria for monitoring accessibility in local communities. From now on, not only government institutions and public transportation but also private infrastructure facilities used by citizens on a daily basis will be subject to assessment for compliance with accessibility standards. The monitoring system now includes residential buildings, supermarkets, pharmacies, bank branches, hotels, and restaurants.

At the same time, the government has updated the rules for supporting the employment of people with disabilities. Transparent monitoring mechanisms and a system of state incentives are being introduced for businesses, provided they create accessible workplaces for this category of employees. These rules to incentivize employers will officially take effect on July 1, 2026.

The Ukrainian government, in collaboration with the World Bank, is developing the “Economy of the Future” strategy.

The state program “eOselya” dominates the market and leaves no room for the development of market-based mortgages.
