EU leaders will discuss funding for Ukraine with Zelenskyy in October
Leaders of European Union member states plan to discuss further support for Kyiv with Ukrainian President Volodymyr Zelenskyy during the European Council summit on October 15–16 in Brussels.
According to a European official and an EU diplomat, the issue of Ukraine will be on the agenda for the first day of the meeting. It is currently unknown whether Zelenskyy will travel to Brussels in person or join the talks online.
One of the key topics will be funding for Ukraine in 2026–2027. European leaders are expected to specify Kyiv’s needs and discuss how they can be met in collaboration with international partners.
The session on Ukraine will also address the intensification of Russian hybrid attacks against Ukraine and EU countries. Following the conversation with Zelenskyy, the discussion will continue in a format involving all 27 member states.
In addition to the Ukraine issue, on the first day of the summit, EU leaders will address the European Union’s competitiveness, the situation on global markets, and relations with China. Special attention will be given to the EU’s multiannual budget for 2028–2034, with negotiations on it entering a decisive phase.
On the evening of October 15, the heads of state will discuss EU enlargement and necessary internal reforms. The following day, the agenda will include migration, security and defense issues, and the situation in the Middle East.

The European Union plans to provide Ukraine with 920 million euros to restore and strengthen its energy infrastructure ahead of winter. This was announced by European Commission President Ursula von der Leyen.
