Lubinec stated that 93% of the shelters inspected in Ukraine have deficiencies

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported that the vast majority of shelters inspected in Ukraine do not meet the necessary requirements.

During the presentation of an analytical report on the condition of shelters, he noted that deficiencies were found in 993 out of 1,066 inspected facilities. Only 80 shelters passed inspection without any issues.

According to Lubinets, the full-scale war once again proves that shelters should not be a mere formality, but a truly accessible and safe place to protect people during attacks.

The monitoring was conducted in the third and fourth quarters of 2025 across all territory controlled by Ukraine. Its goal was to identify problems and provide recommendations for their resolution.

The best conditions were found in dual-purpose structures, particularly at metro stations, where there are designated managers and constant monitoring of technical condition.

In contrast, the worst conditions are found in the simplest shelters, located in the basements of residential buildings. Many of them lack adequate funding and oversight.

One of the biggest problems remains the inaccessibility of shelters for people with disabilities and other mobility-impaired groups. Additionally, many shelters lack first-aid kits, navigation systems, fire extinguishers, and other basic safety equipment.

Tetyana Horodenska, a representative of the Ombudsman’s Secretariat, reported that shelter issues also exist at evacuation reception centers. In particular, the large transit center in Pavlohrad lacks a fully functional shelter for people.

According to the Ombudsman’s Office, as of early 2026, there are over 60,000 shelters and other civil defense facilities in Ukraine; however, a significant portion of them do not meet modern safety requirements.
