The SBU reported the embezzlement of 104 million hryvnias during the construction of protective structures for a power substation
The Security Service of Ukraine has uncovered a large-scale scheme involving the embezzlement of budget funds allocated for the protection of energy infrastructure in Zakarpattia Oblast.
According to the investigation, the former head of the Transcarpathian Regional Service for Infrastructure Restoration and Development is involved in the scheme.
The SBU established that in March 2024, the official signed certificates of completion for the construction of a protective structure for one of the region’s key power substations. The total cost of the project was 5.1 billion hryvnias.
According to law enforcement, the official approved the purchase of construction materials at artificially inflated prices, which allowed the scheme’s participants to embezzle approximately 104 million hryvnias in budget funds.
Investigators believe that the funds obtained were transferred through controlled companies and distributed among the participants in the scheme.
The SBU noted that these actions created risks of missing the deadline for completing the construction of the protective facility. Currently, the structures remain unfinished.
During searches of the suspect’s residence and workplace, law enforcement officers seized documentation and computer equipment that may confirm the illegal activity.
The former official was notified of his status as a suspect under the article regarding the embezzlement and misappropriation of property on an especially large scale through abuse of official position.
The investigation is ongoing to identify all individuals involved in the scheme.
