The Ukrainian Ministry of Defense has amended the rules for logistical procurement to eliminate bureaucratic delays and speed up the delivery of essential supplies to the Defense Forces. These include, in particular, fuel, food, clothing, and lubricants.
The changes were approved in the updated Instructions on Planning Logistics Procurement.
For fuel, the requirement to re-approve the list of goods in the event of a change in market price has been eliminated. Now, gasoline, diesel fuel, and jet fuel can be procured at current market prices without having to go through the entire approval process again.
When purchasing fuel, current exchange quotations and international indicators—including Platts and ARGUS—will also be taken into account. This should allow for a faster response to price fluctuations.
For other logistical supplies, a limit has been set: the expected cost in a tender cannot exceed the estimated cost by more than 10%. This mechanism is intended to ensure flexibility in procurement while preventing unjustified price inflation.
Previously, due to changes in market prices, military procurements had to undergo repeated approval processes. This could delay the delivery of necessary equipment to units.
The Ministry of Defense notes that the new rules are intended to reduce such delays while maintaining control over the effective use of budget funds.
