The government plans to increase timber harvesting in Ukraine to 15.5 million cubic meters
In its action plan, the Cabinet of Ministers of Ukraine has set a goal of significantly increasing timber harvesting volumes. By 2027, this figure is expected to reach 15.5 million cubic meters.
These plans are outlined in the government’s program, which sets out the Cabinet’s main priorities for the coming years.
For comparison: according to data from the Ministry of Economy, Environment, and Agriculture, the total volume of timber harvesting in Ukraine in 2025 was 11.7 million cubic meters.
In addition, the government expects to increase production in the woodworking and furniture industries by 5% and to ensure a 10% increase in the share of high-value-added products in exports.
To achieve these goals, the government plans to adopt the Strategy for the Development of Ukraine’s Woodworking and Furniture Industries through 2030 in 2026 and approve an operational action plan for its implementation for 2026–2028.
Among the key reforms and regulatory changes outlined in the government’s program are:
Uniform Market Rules: In 2027, the government plans to introduce uniform rules for the operation of the timber market for all permanent forest users and forest owners, regardless of ownership structure.
European Standards (EUDR): During 2026–2027, the government intends to introduce European rules governing the trade in goods linked to deforestation and forest degradation, as well as a system for due diligence and geospatial traceability of timber origin based on state information systems.
Corporatization of the State Enterprise “Forests of Ukraine”: The corporatization of the state enterprise is scheduled to be completed in 2027, with the simultaneous introduction of a permanent moratorium on the sale of state-owned shares.
