Ukraine has simplified the import of diesel fuel from ports subject to sanctions

Ukraine has simplified customs clearance for certain shipments of imported diesel fuel arriving from ports and terminals included on the sanctions list.

The Security Service of Ukraine (SBU) has authorized the Energy Customs Service to clear such fuel without additional origin checks or sampling. This is expected to speed up the supply of diesel fuel to the Ukrainian market.

The changes come amid fuel supply disruptions and Russia’s ban on diesel fuel exports from its ports, which has been in effect since July 8.

In the first half of August, Ukraine had already received 22,000 metric tons of diesel fuel of Indian origin—twice as much as in the previous seven months of the year. Part of the shipment was delivered via the Turkish Opet terminal in Marmara and the Romanian Oil Terminal in Constanta.

At the same time, demand for Indian fuel remains limited. Some large gas station chains are reluctant to work with fuel that was previously linked to sanctioned regions. Following the arrival in Constanta of diesel shipments from Saudi Arabia, Oman, Greece, and Israel, interest in Indian fuel has also declined.
