In the Dnipropetrovsk region, a former official is suspected of purchasing modular shelters unsuitable for defense

Prosecutors from the Synelnykiv District Prosecutor’s Office notified the former head of the Department of Education that she is suspected of official negligence that led to serious consequences during the procurement of protective shelters. 

The official signed acceptance and transfer documents for four modular shelters that completely fail to meet state safety standards

Law enforcement officials are currently determining what preventive measure to impose on the suspect as part of the criminal proceedings.

According to the investigation, in 2023, the Department of Education, Youth, and Sports of a community in the Dnipropetrovsk region—which is regularly subjected to enemy shelling—signed a contract for the supply and installation of four modular protective shelters in the village of Pokrovske. 

These reinforced concrete structures were intended to protect children, school staff, and local residents. In total, the structures were designed to accommodate up to 200 people at a time and were meant to provide reliable protection during airstrikes.

Under the terms of the contract, the modular structures were to be fully buried in the ground and additionally reinforced with concrete, which is a key requirement for them to fulfill their protective function. 

However, the then-head of the education department neglected her official duties and failed to verify that the delivered structures met the technical requirements. 

After she signed the fraudulent documents, a significant amount of budget funds was unjustifiably transferred to the contractor.

“However, 6.3 million hryvnias were paid from the local budget for structures that do not meet safety requirements and are, in fact, incapable of serving as shelters,” according to an official statement from law enforcement agencies.

This was reported by the Office of the Prosecutor General.
