In the Khmelnytskyi region, the cost of a home for an internally displaced family with many children was inflated by ₴2.6 million

In the Khmelnytskyi region, an indictment has been filed against six individuals suspected of embezzlement and aiding and abetting the misappropriation of budget funds allocated for the purchase of housing for large families of internally displaced persons.

Among the accused are the deputy mayor, the head of the Department of Labor and Social Protection, the head of the Child Welfare Service of one of the city councils in the Khmelnytskyi district, a private notary, and two homeowners.

According to the investigation, in June 2025, one of the communities in the Khmelnytskyi district received 6.2 million hryvnias from the state budget to purchase a family-type home for a large family of IDPs from the Dnipropetrovsk region.

The investigation alleges that, knowing about the funds, the defendants arranged for the purchase of the property at an inflated price.

To do this, according to law enforcement, they used a property appraisal in which the value of the house was effectively “adjusted” to match the amount of the allocated state subsidy.

In August 2025, the Social Protection Department purchased the house and two land plots for 6.2 million hryvnias.

At the same time, expert assessments determined that the actual market value of the real estate was nearly 2.6 million hryvnias lower. According to the investigation, this is the exact amount of losses inflicted on the state.

The deputy mayor and the head of the Department of Labor and Social Protection are charged under Part 5 of Article 191 of the Criminal Code of Ukraine—with misappropriation of property through abuse of official position.

Four other individuals involved in the case are charged with aiding and abetting the misappropriation of another’s property through abuse of official position—under Part 5 of Article 27 and Part 5 of Article 191 of the Criminal Code of Ukraine.

At the same time, the case materials concerning the director of the property appraisal company have been separated into a separate proceeding. That case is also pending in court.

In accordance with Article 62 of the Constitution of Ukraine, all defendants are presumed innocent until proven guilty by a court verdict.

This was reported by the Khmelnytskyi Regional Prosecutor’s Office.

The war does not prevent corrupt officials from extorting bribes from Ukrainians. In Dnipro, officials from the municipal funeral service were exposed for attempting to extort additional payments from people for the allocation of burial plots in cemeteries.

In the Kyiv region, law enforcement uncovered a corruption scheme organized by officials of the Bila Tserkva City Council and business representatives during the procurement of equipment for critical infrastructure.
