A solar power plant for the water utility has begun operating in the Khmelnytskyi region
A 60-kW solar power plant has been commissioned in the Khmelnytskyi region to supply electricity to the local water utility’s wastewater treatment facilities. The project was implemented under an energy service contract (ESCO) without the use of budget funds.
According to the UNDP, for the second month in a row, the solar power plant has been covering approximately 12.5% of the treatment plant’s electricity needs.
The cost of each kilowatt-hour generated by the plant is approximately 10% lower than that of electricity from the public grid.
The construction and maintenance of the solar power plant were carried out under an ESCO contract, so the water utility did not spend its own or public funds on the project.
Upon expiration of the contract, the solar power plant will become the property of the community. The utility is expected to save approximately 438,000 hryvnias annually based on current rates.
“For critical infrastructure, this is not just ‘green’ energy. It is a guarantee of more stable operation of water supply and wastewater systems, as well as an effective tool for curbing tariff increases for the population,” the UNDP noted.

In total, as of early 2026, UNDP had already procured energy equipment with a total capacity of 572.3 MW. This practical support has benefited more than 6.6 million Ukrainians, the UNDP office emphasized.
