Ruslan Slobodian has been appointed the new chairman of the NEURC

The National Commission for Energy and Public Utilities has elected a new chairman. Ruslan Slobodian, who has worked in the energy sector for over 28 years, was appointed to the position. The decision was made during a closed-door meeting by secret ballot.

 

The decision was made on Wednesday during a closed-door meeting. The vote was secret. The regulatory body noted that the procedure complied with legal requirements. Slobodyan has over 28 years of experience in the energy sector. During this time, he has held various positions in the industry.

In particular, he served as chief engineer, director, and head of the Yarmolynets District Power Grid. He also held the positions of deputy general director, director of information technology, and technical director at JSC “Khmelnytskoblenergo.”

From 2021 to 2024, Slobodyan headed the State Energy Supervision Inspectorate of Ukraine. Since July 2024, he has been a member of the NEURC.

What Does the NEURC Chair Do?

The NEURC Chair organizes the commission’s work and represents the regulator in relations with government agencies, international partners, and other institutions. The NEURC, in particular, regulates activities in the energy and utilities sectors.

Slobodyan succeeded Yuriy Vlasenko as chairman. Vlasenko’s two-year term ended after he took the helm of the NEURC in August 2024. Thus, the regulator’s new head is a specialist with significant experience working directly in the energy sector who has been a member of the commission itself for over two years. Ruslan Slobodyan’s appointment was announced on the NEURC website.
