The Cabinet of Ministers has completed an audit of the sustainability plans
The Cabinet of Ministers has completed its review of the implementation of resilience plans in Ukraine’s regions. The government has received comprehensive information regarding the regions’ readiness to weather the winter amid Russian attacks.
Particular attention is being paid to Kyiv, as well as to the protection of critical infrastructure, ensuring the operation of vital systems, and preparing communities for potential challenges.
Based on the audit results, priority areas requiring reinforcement ahead of the heating season have been identified.

Koretskyy reported that the results of the audit of resilience plans have been summarized:
what has already been completed,
what work is ongoing,
where critical delays exist,
and which decisions must be made immediately.
The prime minister presented a detailed report today at a meeting of the National Security and Defense Council.
The following were analyzed:
funding levels,
needs,
the status of implementation of measures in each region.
Priority areas requiring immediate reinforcement were also identified.
The situation regarding Kyiv’s preparedness—where the scale of risks and threats is greatest—was analyzed separately, Koretsky noted.
The priorities for all communities remain:
protecting energy facilities and infrastructure,
deploying backup heat supply sources,
ensuring the uninterrupted operation of critical infrastructure.
“There must be one outcome—full readiness of communities to weather the winter amid Russian terrorist attacks and unconditional implementation of every point of the approved plans,” the official concluded.

The National Security and Defense Council has approved Kyiv’s resilience plan, and its implementation has already begun.
Zelenskyy suggested that Ukraine is being denied air defense missiles in an effort to coerce it into negotiations with Russia.
