An officer of the Territorial Recruitment Center in the Kyiv region is to stand trial for accepting a $4,000 bribe to update records without issuing a draft notice

The State Bureau of Investigations (SBI), in cooperation with the National Police, has completed a pre-trial investigation into an officer at one of the territorial recruitment and social support centers in the Kyiv region. An indictment alleging the receipt of an unlawful benefit has already been submitted to the court.

The investigation established that in January 2026, a conscript who was officially wanted by the authorities but needed to renew his documents for legal employment approached the TCR official. The suspect offered to resolve this issue in exchange for a monetary reward of $4,000.

For this amount, the officer guaranteed a package of “services”:

• Removal of wanted status;

• Registration of a place of residence;

• Assistance with verifying and updating documents via a mobile app;

• Arranging for a successful military medical examination (MME) with a guarantee of protection from future conscription during mobilization.

Law enforcement officers detained the official directly while he was receiving the illegal benefit. The court imposed a preventive measure in the form of pretrial detention. During the investigation, his accomplice—another TCC employee who helped implement the scheme and coordinated the fraudulent registration of residence for clients—was also exposed.

The actions of the main suspect are classified under Part 3 of Article 368 of the Criminal Code of Ukraine (acceptance of a proposal, promise, or receipt of an unlawful benefit by a public official in a large amount or committed by a public official holding a responsible position). The penalty under this article provides for imprisonment for up to 10 years with confiscation of property. The Specialized Prosecutor’s Office for the Defense Sector of the Central Region oversaw the proceedings in the case.
