Mindich's new videos shed light on his diamond business in Russia

MP Yaroslav Zheleznyak has released another batch of recordings featuring Timur Mindich, the founder of "95 Kvartal." It turns out that Mindich's previous claims about withdrawing from joint business ventures with Russians at the start of the full-scale war were false.

According to Zheleznyak, after the start of the full-scale war, Mindich continued to do business with partners from Russia, where there was a mirror laboratory for growing diamonds similar to the Ukrainian firm Alkor-D, which operated at the Kyiv-based “Izumrud” plant. In both cases, Mindich was one of the ultimate beneficiaries. 

“According to our data, Mindich controlled the Kyiv-based ‘Izumrud’ diamond-growing plant through his trusted representative, Viktoria Dedishcheva. We previously established their connection through signatures in phone books. A company whose beneficiary is Kolomoyskyi disappears from the firm’s ownership structure. Timur Mindich himself also exits it. The owner of “Izumrud” becomes Viktoria Dedishcheva’s firm “Alfa-Cross.” On paper, everything looks perfect—as if there were no traces of the oligarch or his close associates. But in phone directories, the new owner of the “Izumrud” plant is more often listed as “Timur Mindich’s lawyer” and “Victoria Kvartal Brillianty,” Zheleznyak said.

The published recordings feature a conversation between Mindich and Dedishcheva in July 2025. The parties discuss the bankruptcy of the Alkor-D diamond-growing laboratory, which had been operating since 2015 at the Izumrud plant in Kyiv and is registered in offshore companies in the Seychelles. During the conversation, it becomes clear that the offshore company is owned directly by Mindich and a certain Khikhinashvili.

“Back in our previous investigation, we found a mirror-image diamond-growing laboratory in Russia, owned through an offshore entity by Mindich and Russian businessman Teimuraz Khikhinashvili. Formally, the company was established by Mykola Khikhinashvili. According to our information, it was he who helped Kolomoyskyi sue the state over the “Izumrud” plant. But he was the beneficiary of the Russian laboratory “Mineral Assets Corporation” for only a few months. “As early as December 2014, the Russian company was re-registered as the Luxembourg-based offshore entity ‘New Diamond Technology,’ which has remained the owner of the laboratory for the past 10 years,” Zheleznyak continues.

Registry records show that Mindich withdrew from the Russian company’s offshore entity only in December 2024. The tapes reveal that the Russian partner, Khikhinashvili, began to be removed from the joint offshore entity—which owns a Ukrainian diamond company—only in July 2025.

As a reminder, in November 2025, the UA.NEWS agency established that the woman featured in the so-called “Mindich tapes” is Viktoria Dedishcheva. 

Dedishcheva is originally from Donetsk. According to the NABU investigation, in 2022—after the full-scale invasion had already begun—she visited occupied Donetsk. Detectives also need to verify whether she holds a Russian passport and has any possible ties to the “DNR” group.

We also note that Serhiy Shefir, the former first assistant to the President of Ukraine from 2019 to 2024, is no longer the ultimate beneficiary of Kvartal UA LLC. Changes in the company’s ownership structure took place on April 15–16, 2026.

In the latest installment of the “Midas” investigation, journalists released transcripts of recordings related to possible attempts to influence the banking sector and the management of state-seized assets in Ukraine.

In the same conversation, Mindich and Umerov assessed Svyrydenko’s candidacy for the post of Prime Minister of Ukraine.
