In Volyn, a Ukrzaliznytsia official sent 17 employees to build his house
In Volyn, a member of a city council—who also heads one of the separate divisions of JSC “Ukrzaliznytsia”—has been notified that he is suspected of embezzlement and official forgery. According to investigators, he sent railway employees on fictitious business trips during which they built a private home.
According to the Volyn Regional Prosecutor’s Office, the official, acting in collusion with other company officials, between October 2025 and May 2026, arranged business trips to the Lviv region for 17 “Ukrzaliznytsia” employees.
According to official documents, the employees were sent to one of the stations to perform routine track maintenance, specifically to restore the right-of-way to an acceptable aesthetic condition. In reality, however, according to the investigation, they were building a private home.
The prosecutor’s office notes that due to the unjustified accrual and payment of funds for such “business trips,” JSC “Ukrzaliznytsia” suffered financial losses totaling 924,000 UAH.
Maksym Rogovenko, head of the Volyn Regional Prosecutor’s Office, notified the deputy of the charges brought against him under Part 4 of Article 191 and Part 1 of Article 366 of the Criminal Code of Ukraine — specifically, embezzlement of another person’s property through abuse of official position, committed by a group of individuals acting in concert on a large scale under martial law, as well as official forgery.
His alleged accomplices had previously been notified of their status as suspects under similar articles.

As a reminder, the Office of the Prosecutor General filed an indictment with the court against a former official of a military educational institution who forced military personnel to build his private estate.
Meanwhile, a former judge from the Luhansk region will stand trial on charges of treason and embezzlement.
