In Volyn, a police official was found guilty of bribery but avoided jail time
The Lutsk City and District Court found Vadym Oksenyuk, head of the Traffic Accident Investigation and Case Processing Division of the Volyn Patrol Police Department, guilty of bribery, official forgery, and the unlawful alteration of data in state information systems.
According to the investigation, the official demanded $1,000 to remove a vehicle from the wanted list. Despite finding him guilty, the court did not impose a prison sentence but instead sentenced him to probation.
In May 2024, a traffic accident occurred near the “Image” shopping center in Lutsk. The driver of a Hyundai Galloper crashed into a parked car and fled the scene.
Later, the SUV’s owner was stopped at a checkpoint in the Rivne region and informed that his vehicle was wanted. Vadym Oksenyuk, head of the department for investigating and processing traffic accident reports, suggested that the driver come to Lutsk to complete the administrative paperwork.
Since the offender lived in another region, an acquaintance of his contacted the patrol police department. During the meeting, the accused stated that for $1,000, he was willing to have the vehicle removed from the wanted list by filing the accident report under a front person’s name. Afterward, the man contacted law enforcement and agreed to cooperate with the investigation.
During the next meeting, the police officer confirmed the bribe amount and received the first installment—$100. He also instructed the man to find someone in whose name the false administrative reports could be filed. The next day, Vadym Oksenyuk approved a candidate, after which he prepared false documents alleging that the candidate had caused a traffic accident. Based on these documents, the car was removed from the wanted list.
In court, the defendant pleaded guilty and entered into a plea agreement with the prosecution. Under the terms of the agreement, he also agreed to transfer 400,000 hryvnias to support the Ukrainian Armed Forces.
Judge Anatoliy Marchuk found Vadym Oksenyuk guilty under Part 3 of Article 368 of the Criminal Code of Ukraine (receipt of an unlawful benefit), Part 1 of Article 366 of the Criminal Code of Ukraine (official forgery), and Part 1 of Article 362 of the Criminal Code of Ukraine (unauthorized alteration of information). The official was sentenced to five years in prison and barred from holding positions in the National Police for two years.
At the same time, the court exempted Vadym Oksenyuk from serving the principal sentence, imposing a one-year probationary period instead. The verdict may still be appealed in the appellate court.
