A scheme involving fake disability claims by draft dodgers was uncovered in Volyn
Three residents of the Volyn region have been notified that they are suspected of organizing a scheme to help conscripts obtain fraudulent disability documents. Among the suspects is an employee of the Volyn Regional Clinical Hospital.
According to the investigation, from November 2025 to May 2026, the group’s members charged clients between $1,000 and $8,000. In exchange for this money, they facilitated the preparation of false medical documents and subsequently ensured that disability classifications were assigned by members of expert teams responsible for assessing a person’s daily functioning.
The money was transferred in installments. On May 6, 2026, the accomplices were detained after receiving another installment of $4,000 from one of the clients.
In addition, the two suspects were notified that they are suspected of bribing an employee of the hospital. According to investigators, in January 2026, they paid a doctor at the Volyn Regional Clinical Hospital between $200 and $400 to issue knowingly false diagnoses to conscripts. This was intended to serve as grounds for declaring them unfit for military service.
The suspects are charged with abuse of influence committed by an organized group, and two of the women are additionally charged with bribing an employee of the hospital.
The court imposed bail as a preventive measure on the organizer of the scheme and one of its participants. The hospital employees were placed under house arrest.
The pretrial investigation is being conducted by investigators from the Main Department of the National Police in Volyn Oblast, with operational support from the National Police and the Security Service of Ukraine (SBU).
