An illegal sand mining scheme worth ₴2.5 billion was uncovered in the Zhytomyr region
Law enforcement officials have identified another suspect in the case of illegal sand mining in the Zhytomyr region. According to the investigation, the state suffered losses of more than 2.5 billion hryvnias, as confirmed by the findings of a forensic engineering and environmental assessment.
The investigation established that between 2020 and 2024, the director of the mining company organized the illegal extraction of more than 113,000 cubic meters of sand outside the boundaries specified in the special permit for subsoil use and the quarry’s mining allotment.
The indictment against the director has already been submitted to the court.
During the subsequent investigation, law enforcement officials identified another participant in the scheme—the shadow owner of the enterprise, who runs a company specializing in the production and sale of concrete mixes.
According to investigators, the suspect provided his own specialized equipment for the illegal extraction and coordinated the activities of the mining company’s director, thereby facilitating the implementation of the illegal scheme.
Environmental prosecutors notified him that he is suspected of the illegal extraction of minerals of national importance on an exceptionally large scale, committed by a group of individuals acting in concert.
At the request of the prosecutor’s office, the court imposed a preventive measure on the suspect in the form of pretrial detention, with the alternative of posting bail in the amount of 10 million hryvnias.

Earlier in Kyiv, law enforcement officials uncovered a scheme involving the possible embezzlement of public funds during the repair of a retaining wall in Poznyaki Park, which resulted in losses to the state of nearly 940 thousand UAH.

Law enforcement officials in the Kyiv region have uncovered a large-scale scheme to embezzle funds intended for humanitarian aid. According to the investigation, approximately 27 million hryvnias allocated to support de-occupied communities were embezzled. Investigative actions are currently underway to identify all individuals involved in the scheme.
