The National Police of Ukraine successfully carried out the second phase of the large-scale special operation “RUBICON,” aimed at dismantling online distribution networks for narcotic drugs and psychotropic substances

During the coordinated operation, law enforcement officers identified more than 400 individuals involved in illegal trafficking, and 146 of them have already been officially notified of the charges against them. 

The total value of the seized narcotics, based on black market prices, amounts to nearly 70 million hryvnias, dealing a significant financial blow to the underground trade.

Over a thousand law enforcement officers were involved in the large-scale operation, employing the most advanced investigative methods to expose the perpetrators. 

Law enforcement agencies dismantled an extensive drug trafficking network that operated through anonymous online platforms, online stores, messaging apps, and cryptocurrency transactions. 

The investigation is currently mapping out the entire illegal distribution chain—from the direct organizers and producers to the administrators of online resources, logistics providers, and financial intermediaries. 

As part of the investigation, more than 100 undercover purchases were conducted, and a range of analytical measures were employed, including OSINT tools and blockchain intelligence.

As a result of the second phase of the special operation, law enforcement agencies have achieved significant results in combating the industrial-scale production of prohibited substances. 

Law enforcement agencies dismantled a laboratory producing alpha-PVP and three large-scale laboratories producing amphetamine. 

In total, nearly 90 kilograms of narcotic drugs and psychotropic substances were seized from illegal circulation, including 67 kg of alpha-PVP, 4 kg of cannabis, 3.6 kg of amphetamine, 1.3 kg of mephedrone, as well as over 570 liters of precursors. 

Thanks to these actions, the operations of key online distribution channels for dangerous products have been completely shut down.

The special operation spanned several regions of Ukraine where the most dangerous drug trafficking hubs were operating. 

In particular, in Bukovina, a laboratory producing alpha-PVP was dismantled and a supply channel for psychotropic substances to various regions was cut off; assets worth nearly 44 million hryvnias were seized, and two members of the group were detained. 

At the same time, in Kyiv, a laboratory producing amphetamine—which was actively being sold in the capital—was dismantled, and the organizer of the illegal operation was promptly detained. 

In the Poltava region, two organizers of a scheme involving the trafficking of the precursor “phenylnitropropene” were exposed, and approximately 14 kg of the substance—enough to produce a similar amount of amphetamine—was seized from them.
