TCK Operator Caught Deleting Data on Wanted Conscripts in Exchange for Bribes — State Bureau of Investigations
Employees of the State Bureau of Investigation (DBR) uncovered a criminal group that had set up an illegal scheme to remove information about violations of military registration requirements from the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists.
Thanks to this scheme, men were able to freely make military service reservations, avoid mobilization during military medical examinations, or obtain the necessary military registration documents.
The organizer of the scheme turned out to be a Kyiv resident who enlisted his partner—a former employee of one of the capital’s territorial recruitment and social support centers—in the operation.
The accomplices used their knowledge of how the system worked and their existing connections within the TCC to find clients, negotiate service fees, and coordinate all stages of the criminal activity.

An operator from one of the TCC’s district departments and a partner, who had direct access to the state registry, were involved in carrying out the scheme.
It was he who illegally altered the data: he deleted information about registration violations and effectively “transferred” conscripts to other territorial centers without any legal grounds for doing so.
The cost of such illegal services for clients ranged from $1,700 to $2,500.
The perpetrators divided the profits among themselves, and to maintain secrecy, they transferred the funds through post offices, hiding the bills among their personal belongings.
