An inspection revealed violations in one out of every five shelters in Ukraine
Since the beginning of 2026, the regional offices of the State Service of Ukraine for Food Safety and Consumer Protection have conducted 586 monitoring inspections at shelters and temporary accommodation sites for internally displaced persons, identifying violations of sanitaryand hygiene requirements in 106 cases.
Experts assessed the provision of drinking water, ventilation, lighting, and the organization of cleaning, disinfection, and waste management, with the highest number of inspections recorded in the Vinnytsia, Ternopil, Zaporizhzhia, and Kirovohrad regions. Andriy Kreitor, deputy head of the State Service for Food Safety and Consumer Protection, reported this in an interview,
Based on the inspection results, the service issued nearly 800 recommendations to address the identified deficiencies and forwarded the relevant information to local authorities for action.
According to Ministry of Internal Affairs Order No. 579, the ongoing monitoring, repairs, and maintenance of shelters are entirely the responsibility of their owners, who are also responsible for sanitary conditions, while the organization of civil protection falls within the jurisdiction of local self-government bodies and the State Emergency Service. If dirt, a lack of lighting, or a lack of water are detected, citizens are urged to first notify the facility’s administration or the entity responsible for the facility. If the deficiencies are not remedied or pose a threat to public health, it is necessary to contact the regional offices of the State Service of Ukraine for Food Safety and Consumer Protection, local government authorities, or the relevant military administration.
