A street renovation project was contracted near Kyiv at inflated prices

The municipal enterprise "Blahoustriy" of the Borshchahivka Village Council in Kyiv Oblast has signed a contract for the major repair of a section of Alli Gorskaya Street, valued at 18.67 million hryvnias

This was reported in the "Prozorro" system.

Following the tender results, the limited liability company “Techno-Bud Service” was selected as the contractor. 

The complex of planned works in the village of Petropavlivska Borshchahivka is fully funded from the local budget. 

By December of this year, builders are to renovate the road surface, construct sidewalks, parking spaces, and recreational areas in accordance with barrier-free space requirements. 

The technical specifications also call for landscaping the area, creating new lawns and flower beds, and installing a drinking water fountain.

Analysts’ main criticism of the signed contract is the significant overpricing of construction materials. In the final resource breakdown, the C-5 and C-7 gravel-sand mixtures were ordered at the same price of 1,315 UAH/cubic meter. 

However, there are significantly cheaper offers on the market from major suppliers of construction products.

For comparison, Express Tehbud sells similar C-5 and C-7 gravel-sand mixes for 400 UAH/cubic meter, which is three times cheaper. 

Meanwhile, the March monitoring by the State Research Institute of Construction (NIRI) recorded an average price of 448 UAH/cubic meter for the C-5 gravel-sand mixture in the Kyiv region, and 457 UAH/cubic meter for C-7. 

Official government calculations confirm that the estimate deviates significantly from market realities.

Experts have calculated that the potential overpayment for this item alone could exceed 1.60 million hryvnias. The winning firm attempted to justify the prices by citing its own market monitoring of various suppliers over the previous months. 

However, even the commercial offers from partners turned out to be lower than the final tender price for the material.

Specifically, “Techno-Bud Service” received offers and price lists from SBMU “Pidryad” dated March 19 at 1,096 UAH/cubic meter, DS Prom Group LLC dated September 11, 2025—1,067 UAH/cubic meter, and TD “Maxigran” LLC dated December 1, 2025—640 UAH/cubic meter. 

Based on this data, the company derived its own average benchmarks for preparing cost estimates.
