Officials at a military unit are suspected of causing financial losses in the procurement of generators

As part of the “Dishonest Procurement” program, prosecutors from the Specialized Prosecutor’s Office for the Defense Sector in the Central Region have notified the commander of a military unit and his deputy that they are under investigation. The case involves losses of over 11 million hryvnias incurred during the procurement of generators for the Armed Forces of Ukraine.

According to the investigation, in 2022, the military unit entered into a series of contracts with commercial enterprises for the supply of such equipment totaling over 400 million hryvnias. Subsequently, the officials, together with a representative of the supplier, initiated changes to the procurement terms, citing currency exchange rate fluctuations and alleged increases in logistics costs.

Based on supplementary agreements, the cost of generators and power stations was increased by 14%, although the law permitted an increase of no more than 10%.

The documents used to justify the price increases did not contain proper calculations or supporting evidence, and some of the stated grounds did not correspond to the actual circumstances. Despite this, the amendments to the contracts were approved.

As a result, the military unit paid suppliers at inflated prices, while the volume of equipment deliveries was reduced. According to the investigation’s findings, the state suffered losses of over 11 million hryvnias.

The suspects’ actions were classified under Part 5 of Article 191 of the Criminal Code of Ukraine. The court imposed preventive measures in the form of bail of 1 million hryvnias each.

This was reported by the Office of the Prosecutor General.
