Law enforcement officials have notified a number of Kyiv officials that they are under suspicion

Several officials from the Kyiv City State Administration and heads of municipal enterprises are facing new allegations from law enforcement authorities. The cases cover various areas—from land inventory to equipment procurement and the use of humanitarian aid. Some of those implicated have already left their posts, and one of them, according to preliminary information, is currently out of the investigators’ reach.

 

In Kyiv, several high-ranking officials from the Kyiv City State Administration (KCSA) and municipal enterprises have become subjects of new criminal investigations. According to preliminary data, law enforcement officials have notified current and former heads of city agencies of the allegations. One of those implicated is Valentina Pelykh, director of the Kyiv City State Administration’s Department of Land Resources. According to available information, the investigation has focused on the use of budget funds allocated for land inventory.

Ruslan Kandibor, the former director of the Kyiv City State Administration’s Department of Transportation Infrastructure, has also been named as a suspect. The case is linked to the transportation of buses that European partners had donated to Kyiv as humanitarian aid. Bogdan Kobernyuk, director of the municipal enterprise “Kyivshlyakhmist,” is also among those implicated. Details of the proceedings have not yet been officially disclosed.

Another person implicated is Vyacheslav Savitsky, the former head of the municipal enterprise “Pleso.” According to preliminary information, he is not at his place of residence, and charges were brought against him in absentia. In addition, officials from the municipal enterprises “Kyivteleservice” and “Informatika” are under investigation. The case reportedly involves the procurement of equipment and batteries for city systems at inflated prices.

At this time, there are no official court rulings regarding the guilt of those involved. In accordance with the law, individuals who have been notified of suspicion are presumed innocent until their guilt is proven in court and confirmed by a final and binding conviction. Law enforcement agencies have not yet disclosed all the details of the proceedings. At the same time, a number of cases concern the activities of Kyiv City State Administration departments and municipal enterprises responsible for land issues, transportation infrastructure, and the maintenance of city systems.

In recent years, law enforcement agencies have repeatedly reported on investigations related to the operations of the capital’s municipal agencies. The current allegations mark the next stage in these investigations, and the outcome of the cases will be determined by the investigation and the court.
