A representative of the Office of the President has become the sole candidate for the position of head of ARMA
Viktor Dubovyk, the current Director General of the Directorate for Legal Policy at the Office of the President of Ukraine, has become the sole candidate to advance to the next stage of the selection process for the position of Head of the Asset Recovery and Management Agency (ARMA).
During a meeting of the selection committee on March 25, 2026, it was announced that Dubovyk was the only one among 13 participants to exceed the 107-point threshold on the general skills test. The candidate now faces a practical assignment testing knowledge of legislation, an integrity check, special background checks, and a final interview before a recommendation is submitted to the Cabinet of Ministers.
During the meeting, commission members discussed the low level of competition but rejected by a majority vote a proposal to revise the testing parameters so as not to change the rules during the competition. The commission emphasized that the procedure took place without technical violations and that the law does not prohibit continuing the selection process even if there is only one candidate. Other participants have the opportunity to appeal the test results by 6:00 p.m. on Friday, March 27, 2026. A total of 20 applications were submitted for the competition, and 14 people were admitted to the legislative knowledge assessment stage.

Earlier, the Cabinet of Ministers transferred coordination of the National Agency of Ukraine for the Identification, Tracing, and Management of Assets Derived from Corruption and Other Crimes (ARMA) to Prime Minister Yulia Svyrydenko.
