The Prosecutor's Office is investigating the illegal transfer of funds from Ukrposhta parcels to Milovanov's fund
The prosecutor's office is investigating allegations that Ukrposhta illegally added an extra 1 hryvnia to the cost of parcel delivery as a charitable donation. According to the investigation, the funds were transferred to a foundation run by former Economy Minister and KSE President Tymofiy Mylovanov.
This was reported by the Kyiv City Prosecutor’s Office.
The actions are classified under Part 1 of Article 364 of the Criminal Code of Ukraine—abuse of power or official position.
It is also noted that, according to the prosecution, Ukrposhta CEO Ihor Smiliansky may have exceeded his official authority.
According to the case materials, 1 hryvnia could have been automatically added to the parcel delivery rate as a charitable contribution.
The receipt of high salaries by the company’s management and the simultaneous possible collection of additional funds from customers in the form of charitable contributions may become the subject of further legal assessment as part of the investigation.
The National Police of Ukraine has opened a criminal case regarding the abuse of official position by the management of “Ukrposhta” and the “Kyiv School of Economics” charitable foundation. The case involves the CEO of the postal operator, Ihor Smilianskyi, and the president of the Kyiv School of Economics, Tymofii Milovanov.
As a reminder, on February 20, 2026, a public conflict escalated between Ukrposhta CEO Ihor Smilianskyi and Member of Parliament Oleksii Honcharenko. Following mutual accusations of embezzlement, Smiliansky filed a reciprocal complaint with the National Anti-Corruption Bureau of Ukraine, accusing the MP of covert political advertising and discrepancies between his income and assets.
Earlier, Ukrposhta CEO Ihor Smiliansky stated that his monthly salary is approximately 600,000 UAH, yet he does not own an apartment or a car.
