A prosecutor from Bucha has been barred from receiving a raise for one year due to abuse of power and alcohol abuse
The Prosecutors’ Qualification and Disciplinary Commission held Pavlo Chemerys, a prosecutor with the Bucha District Prosecutor’s Office, accountable, barring him from holding senior positions or transferring to higher-level prosecutorial agencies for one year.
The reason was an incident in Bucha near the NOVUS supermarket, where the prosecutor parked his Mazda CX-5 in a space reserved for people with disabilities. While speaking with patrol officers, the police detected signs of possible alcohol intoxication, namely: the smell of alcohol on his breath, slurred speech, and a pale complexion, and offered to conduct a test—both on the spot using a special device and at a medical facility. According to the Commission on Disciplinary Control of Prosecutors (KDKP), the prosecutor refused to undergo the examination, presented his official ID, photographed the police officers’ documents, and attempted to delay the drafting of a report under Part 1 of Article 130 of the Code of Administrative Offenses.
The Disciplinary Commission for Prosecutors (DCP) viewed these actions as an attempt to use his official status for personal gain and a violation of prosecutorial ethics, noting that this was a repeat occurrence of such behavior. Although the prosecutor underwent a medical examination at a hospital that same day—which found no alcohol in his blood—and partially admitted guilt, the Commission imposed a disciplinary sanction, refraining from the most severe measure: dismissal.
