Advisor Fedorov is under investigation in connection with the purchase of drones at inflated prices
Law enforcement officials are investigating the possible involvement of Giorgi Tskhakaia, an advisor to former Defense Minister Mykhailo Fedorov, in the signing of contracts for the supply of drones at inflated prices.
According to available information, the investigation is examining agreements between the Ministry of Defense and the manufacturer of Heavy Shot heavy drones—Gurzuf Defense LLC. Between 2023 and 2025, the company received government contracts worth more than 4.5 billion hryvnias.
According to investigators, the potential overpricing of the products could have exceeded 900 million hryvnias. Law enforcement officials are also reviewing contracts with individual entrepreneurs totaling 133 million hryvnias and transactions worth another 780 million hryvnias with companies that may be fictitious.
At the same time, there have been no public announcements regarding charges against Tskhakaya or other individuals involved. All of the circumstances described are currently under review and investigation.
Media expert Oleg Cheslavsky also drew attention to Tskhakaya’s role in Ukrainian government agencies. According to him, Tskhakaya has served as an advisor in various agencies over the past few years, and after Mykhailo Fedorov moved to the Ministry of Defense, he continued his work in the defense sector.
In particular, Tskhakaia is linked to the work of the NEXT organization, through which new models of weapons and unmanned systems are tested before their formal adoption.
The article also raises questions about the specifications of the Heavy Shot drones. According to military officials cited by the author, the drones allegedly have operational issues in rainy conditions, require lengthy charging times, and need a larger crew. At the same time, the manufacturer states on its website that its drones are designed for harsh weather conditions and heavy workloads.
