The Security Service of Ukraine is investigating a possible scheme to supply Ukrainian grain to Iran in circumvention of existing restrictions on trade with Iranian residents. According to investigators, the shipments may have been used by Russia as part of payment for Shahed strike drones.
As part of the criminal investigation, law enforcement officials believe that from September 2025 to March 2026, Ukrainian barley was shipped to Iran through entities under their control. To conceal the route in the documents, Turkish ports were listed as the final destination, although the cargo was actually delivered to Iran.
Investigators are also examining the route of the vessel XIN YU, which carried nearly 10,000 metric tons of Ukrainian barley. According to law enforcement officials, the vessel did not call at any Turkish port but remained off the Iranian coast for an extended period before eventually unloading at the port of Bandar Imam Khomeini.
In early June, the Shevchenkivskyi District Court of Kyiv authorized searches of the residences of those implicated in the case. The investigation is being conducted under articles concerning aiding an aggressor state and aiding in the waging of an aggressive war.
