Sivkovich and his accomplices have been exposed for illegally appropriating land in Kyiv
The Security Service of Ukraine (SBU), the State Bureau of Investigation (DBR), and the Office of the Prosecutor General have documented new crimes committed by Volodymyr Sivkovych, the former deputy secretary of the National Security and Defense Council of Ukraine, who is currently in hiding outside the country.
Law enforcement agencies have uncovered a large-scale corruption scheme aimed at misappropriating the unfinished complex of the Republican Clinical Hospital in Kyiv.
“According to the case file, the former official is implicated in the misappropriation of the unfinished Republican Clinical Hospital complex and an adjacent 21.36-hectare plot of land in Kyiv,” the SBU statement reads.
According to preliminary data from expert agencies, the actual estimated value of this medical facility exceeds 300 million hryvnias.
The investigation established that between 2006 and 2021, Sivkovych and his closest accomplices developed and meticulously planned a fraudulent scheme aimed at illegally seizing this state-owned property.

The scheme involved deliberately creating artificial debt for the hospital’s construction contractor so that the financial obligations could later be used to siphon off the property during a staged bankruptcy proceeding.
To successfully carry out the plan, Volodymyr Sivkovych enlisted officials from a state-owned enterprise and a commercial organization in Kyiv that was entirely under his control.
The organizers brought in an affiliated developer who entered into fictitious contracts for construction and design work.
“This contractor initially entered into an agreement with the state-owned enterprise—the hospital’s developer—to revise the project and complete construction of the medical complex for 30 million hryvnias,” the SBU clarified.
The private company deliberately failed to fulfill its contractual obligations, thereby completely “driving” the state contractor into massive debt to predetermined creditors.
Afterward, the individuals involved quickly sold the corporate rights to their project organization—along with the right to claim the fabricated debt—to an affiliated, well-known developer.
Subsequently, the entire property complex of the state hospital was ultimately appropriated in exchange for the repayment of this amount.
Based on the irrefutable evidence gathered, Sivkovych and his two business partners, who are currently abroad, have been officially notified of their status as suspects under several articles of the Criminal Code of Ukraine.
They are charged with fraud on an especially large scale, money laundering, and organizing the abuse of official position.
“Following searches of the suspects’ workplaces and residences, their accomplice—a lawyer at a private company that participated in the scheme for Sivkovych’s benefit—was also placed under suspicion,” the SBU reported.
