The SBU detained a Russian agent in Zakarpattia for attempting to register Starlink terminals

On March 25, 2026, the Security Service of Ukraine reported the arrest of a resident of Zakarpattia Oblast who, acting on instructions from the Russian Federation, attempted to register Starlink satellite terminals under the names of front men. 

The SBU reported this on its Telegram channel.

The suspect planned to involve his pregnant wife, an elderly relative, and a tenant in the illegal activities. If the first devices were successfully activated, the suspect intended to scale up the scheme and recruit new people to register more terminals.

The investigation established that the occupiers recruited the man via Telegram channels to carry out subversive activities against Ukraine. Security service officers detained the suspect at his residence and seized a smartphone containing evidence of correspondence with his handlers. The detainee has been notified of charges under the article on obstructing the lawful activities of the Armed Forces of Ukraine, which provides for criminal liability for aiding Russian aggression in cyberspace and the communications sector.

Meanwhile, the Counterintelligence and cyber experts of the Security Service of Ukraine neutralized an agent group in the Odesa region that was helping the occupiers legalize Starlink satellite communication terminals.

In the Dnipro region, Russian invaders are attempting to gain internet access by buying up or confiscating SIM cards from Ukrainian mobile operators.
