Shufrich files bill from prison to suspend presidential sanctions

On 28 November, MP Nestor Shufrich, who is accused of high treason, registered a bill amending the Code of Administrative Procedure, which would allow the suspension of certain presidential decrees.
This was reported by Glavkom.

The legislative initiative proposes to supplement Article 151 of the Code with a paragraph stating:

“It is permissible to secure a claim by suspending the effect of a decree of the President of Ukraine on the deprivation of Ukrainian citizenship of a citizen of Ukraine and on the imposition of individual sanctions on a person in accordance with the Law of Ukraine ‘On Sanctions.’”

In the explanatory note to the bill, Shufrich argued that there has been a sharp increase in Ukraine in cases of allegedly unjustified individual sanctions imposed by presidential decree, as well as deprivation of Ukrainian citizenship. According to the MP, the relevant decrees are often classified as “For official use” or have the status of a state secret, which makes public oversight of such decisions impossible.

It should be noted that on 19 January 2025, the president issued a decree implementing the decision of the National Security and Defence Council to impose ten-year sanctions on Shufrich.

On 19 November, the court extended Shufrich’s detention — the MP is a member of the banned Opposition Platform — For Life party — until 17 January 2026, without the possibility of bail. The preventive measure for his former assistant, under house arrest, was extended until 19 January 2026.
